i dont know what it is but a dogs nose should be wet and cold bring her to the vet.
The dog will be thirsty and drink excessively, they will pant after eating and often vomit if they eat sanything with fat in it.
The dry nose is often due to a lack of water, try to encoursge to dog to drink more, you can sometimes add a small amount of salt to the food this increases the kidney function to clear out and nasty bacteria or stones there.

Diabetes? Is your dog that overweight to get diabetes? Excessive drinking of water would be a sure sign. Go to a vet and get him checked out.
I am sorry to here that you have an English Mastiff nose. That must be quite painful. maybe a veterinarian could help. I don’t think that a warm nose is always an indicator that something is wrong, it might just be affected by the weather. I think that any dog can develop diabetes, but I don’t think it is as common as in humans.
