It’s common for Pomeranians to have wet eyes. A gentle cleanser is Chamomile Tea.
With any dog with that condition if it gets crusty stains. Srub sofly with warm water and try to gently enough scrub and pull with a wash cloth. You might need vet advise if its a big problem.

Also, how old is the dog. Some dogs that have teeth problems can have teary eyes because of infections or they can have teary eyes from new teeth coming in…
